The chance to make a difference is largely why we choose to practise law in Yellowknife, the Northwest Territories and Nunavut.
The Nunavut Coroner’s Office used our firm to conduct an inquest into the high rate of suicides in Nunavut. The recommendations from the inquest have contributed to growing awareness and attention to the issue.
Dragon Toner thrives on tackling the issues confronting boards, tribunals and other decision-makers in the North – resource development, climate change, and the social impacts of colonialism. We see ourselves as capacity builders, here to support Northern decision-makers in functioning at the highest level. There are challenges – small boards with large mandates – but we truly believe in the ability of Northerners to meet and exceed expectations.
Training and Policy Development
Northern boards and tribunals often have budgets within which they must live while maintaining administrative independence. The lawyers at Dragon Toner can help executive directors or board chairs come up with strategies on how best to maximize training and policy opportunities, so that board members can receive cost-effective training to fulfill their roles. We encourage preventive lawyering: working with boards and agencies to develop best practices that ensure procedural fairness and reduce the risk of appeal or judicial review. We have first-hand knowledge of how many Northern boards and tribunals are staffed, structured and resourced, which can present unique operational and logistical challenges.
Advice and Representation
We also offer board and tribunal advice and representation. Administrative decision-makers may need help interpreting legislation, jurisdiction and standard of review, obtaining legal opinions, applying rules of practice and procedure, and best practices for decision-making or decision-writing. In the event of an appeal or judicial review, you may need help preparing a record of decision and making submissions to the Court. This is where we can bring to bear the experience our lawyers have obtained, in all of these areas, specifically in the Northwest Territories and Nunavut.
